The Ministry of Public Administration published the gazette on October 15, 2024 appointing 2,064 people to the 43rd session of the department. However, the Ministry of Public Administration later canceled the notification dated October 15, 2024 and published a new notification on December 30, 2024, appointing 1,896 candidates into the Bangladesh Civil Service. In this case, it appears that 168 people were excluded in the newly issued notification compared to the old notification issued on October 15. In view of this, Indian media recently reported that the names of 168 Hindu candidates have been deleted from the BCS list. Apart from this, news has also been published based on the demands of the Hindu majority or minorities.

The rumor screening team found that all or most of the 168 candidates excluded from the new notification for the 43rd BCS are untrue. In fact, 209 persons named in the first notification have been excluded in the new notification, of whom at least 120 or the majority (at least 57 per cent) are Muslims. Meanwhile, about 41 people who were excluded in the first notification have been added, including about five Hindus or minorities.

It is known in this regard that on October 15 last year, the Ministry of Public Administration notified the appointment of 2,064 candidates in the 43rd round of BCS excluding 99 people in the first round. But that notification was later canceled and a new notification was published on 30 December 2024 listing the names of 1,896 people.

In this regard, it is known from the notification of the Ministry of Public Administration published on January 2, that the Bangladesh Public Service Commission provisionally nominated 2,163 candidates for recruitment in various cadres through the 43rd BCS examination and sent recommendations on January 25, 2024. In accordance with the provisions of Rule 4 of the BCS Recruitment Rules 1981, 40 candidates were absent from the health examination and 59 candidates were temporarily absent from the health examination out of 2,163 recommended candidates. them by Bangladesh Police Special Branch and District Directors. The recruitment notification was issued on October 15, 2024 for the remaining 2,064 candidates except 99 candidates.

Since the issuance of the notification, questions have been raised about the acceptability of this appointment from various points of view. In view of this, a decision has been taken to re-screen the 2,163 candidates recommended by the 43rd BCS through state intelligence agency NSI and DGFI in order to identify candidates with clean image and restore confidence in the government recruitment process.

Eligibility/ineligibility reports are available for 2163 candidates from NSI and DGFI.

According to the report, 227 candidates received negative comments (objections/not recommended) on the advance letter. As many as 227 candidates were deemed unsuitable for appointment provisionally due to negative comments and a decision was taken for further scrutiny and investigation.

After conducting further searches, the Rumor Scanner team found a list of people who were named in the notice published on October 15, 2024, but whose names had been deleted from the notice published on December 30, 2024. The list shows that 209 people who were named in the notice had been dropped October 15 on December 30 notice.

Then, according to the full names of these 209 people who were excluded, the Rumor Scanner team found at least 120 people belonging to Islam who lost their place in the notice published on December 30 last year after gaining a place in the notice published on October 15 last year. . That is, at least 57 percent of the candidates who lost their seats in the new notification are Muslims.

On the other hand, the names of 41 people targeted by the Rumor Scanner team were newly added to the notification issued on December 30, who were excluded from the notification issued on October 15. Of the 41 newly inducted, about five are Hindus or minorities by name. That is, out of the 2,064 candidates published on 15 October 2024, 209 candidates were removed and 41 new candidates were added, resulting in 1,896 candidates getting places in the notification published on 30 December 2024.

At least 120 of the 209 candidates were dropped in the notification issued on December 30, accounting for at least 57% of the total dropped candidates, and about five of the 41 newly added candidates are Hindus or minorities.

Although no names were mentioned in the notification published on October 15 last year, the Ministry of Public Administration notification published on January 2 stated that 2,163 recommended or provisional candidates for the 43rd BCS have been re-screened by the NIA. . Further scrutiny was conducted by NSI and DGFI and from that list recruitment notification was issued to 1896 candidates.

It should be noted that out of the 227 people who are temporarily unfit for appointment, any person who applies for reconsideration is accepted and the opportunity to apply for reconsideration is open to everyone. The Ministry of Public Administration published a circular dated January 2 this year.

Therefore, the claim that the 168 persons excluded in the new notification for recruitment in 43 BCS are Hindus or Hindu majority is misleading.
